Element 1: Problem
Problems that can be solved using action learning must meet the following conditions: realistic, important, urgent, and controllable.
1. The organization’s current important problems have urgent practical significance;
2. Participation is broad and helps improve the capabilities of individuals and organizations;
3. The problem-solving process can provide learning opportunities;
4. Requires continuous solution;
5. There is no ready answer to the question;
6. Share methods and results within the organization;
7. Members have the authority to take action on issues.
Element 2: Group
1. Team members should have complementary professional or experience backgrounds
2. It is best for group members to have different learning styles, such as theoretical, practical, reflective, and innovative
3. Group members have a strong desire to solve problems

Element Three: Questioning and Reflection
Definition:

How to take action:
1. Participants are often the executors;
2. Successful action learning must be transformed into organizational decision-making before it can be put into action;
3. Organize leaders at all levels to provide policy and resource support for actions to ensure that the action plan can be implemented;
4. The initiator should frequently check and supervise the implementation of actions and help clear possible obstacles.
