Before the French Revolution, tax reform was obstructed by the elite class and conflicts intensified. In 1789, the Estates General was re convened in Versailles, and the third tier, dissatisfied with the status quo, declared a meeting and established the National Assembly. Subsequently, the Constituent Assembly was officially established and began to formulate a new constitution, which was sworn in, marking an important step towards a new system in France.
